Roskam, Pompeo, Zeldin Work to Prevent Iran’s Access to U.S. Dollars
Washington, D.C — Yesterday, U.S. Representative Peter J. Roskam (R-IL), along with Reps. Mike Pompeo (R-KS), and Lee Zeldin (R-NY) introduced the Preventing Iran’s Access to United States Dollars Act of 2016 (H.R. 4995) which would prohibit President Obama from providing Iran direct or indirect access to the U.S. dollar or our country’s financial system.
Recent news reports indicate the Obama Administration may seek to appease the Iranian Regime above and beyond the terms of the Joint Comprehensive Plan of Action by allowing foreign transactions with Iran to be conducted in dollars.
At the time, senior administration officials promised Iran would not be given access to the U.S. dollar. Treasury Undersecretary Adam Szubin, Director of the Office of Foreign Assets Control, explicitly declared the deal would not allow Iran to "dollarize a foreign payment" - "That is not in the cards. That is not part of the relief offered under the JCPOA." Treasury Secretary Jack Lew told the Senate Foreign Relations Committee in July "Iran will continue to be denied access to the world’s largest financial and commercial market" because it won't be able to clear dollars.
Mark Dubowitz and Jonathan Schanzer of the Foundation for Defense of Democracies wrote in The Wall Street Journal of the danger of allowing Iran access to the dollar. “The Financial Action Task Force, a global antiterrorism finance body, maintains a severe warning about Iranian financial practices. Last month it warned that Iran’s ‘failure to address the risk of terrorist financing’ poses a ‘serious threat . . . to the integrity of the international financial system.’ The Treasury Department also recognizes the danger, in 2011 labeling the Islamic Republic a ‘jurisdiction of primary money laundering concern.’ That finding, which remains in place, cites Iran’s ‘support for terrorism,’ and ‘illicit and deceptive financial activities.’”
Rep. Roskam issued the following statement:
“Supporters and opponents of the nuclear deal both agreed Iran should not be given access to the U.S. financial system – and for good reason. Iran remains the world’s largest state sponsor of terrorism, from Beirut to Buenos Aires. Beyond the obvious moral and ethical reasons not to embolden the Mullahs as they butcher hundreds of thousands of civilians in Syria, Yemen, and elsewhere, Iran’s terror financing poses a serious threat to the stability of U.S. financial system. Congress will not stand idly by as the administration breaks yet another promise to the American people.”
A companion measure in the Senate was also introduced by Sens. Marco Rubio (R-FL) and Mark Kirk (R-IL).
